Abstract

This research was conducted to analyze traffic congestion at the intersection of Jenderal Ahmad Yani Street and Hos Cokroaminoto Street in Baturaja City. The background of the problem arises from the high level of community activities, especially during peak hours, which causes vehicle volume to exceed road capacity. In addition, improper road user behavior, illegal parking on the shoulder, and student pick-up activities around schools further worsen traffic conditions at the study site. Based on a seven-day traffic survey, the average daily traffic (ADT) was found to be relatively high with a degree of saturation (DS) ranging from 0.59 to 0.66. Recorded traffic delays varied between 6.67–14.91 seconds/PCU, indicating significant obstacles to vehicle flow. According to the 2023 Indonesian Highway Capacity Manual (PKJI), the level of service (LOS) of the road segment falls into categories E–F, which means unstable traffic conditions, frequent disturbances, and long queues during peak hours. The analysis concludes that the main factors causing congestion are limited road capacity, commercial activities, on-street parking, and lack of traffic management around schools. To mitigate these issues, this study recommends several solutions, including road widening or traffic engineering, parking regulation and enforcement, the implementation of School Safety Zones (ZoSS), as well as improving road user discipline through supervision and law enforcement. With these efforts, traffic performance along Jenderal Ahmad Yani Street and Hos Cokroaminoto Street is expected to become smoother, safer, and more convenient.
