Abstract

The seriousness of the Indonesian government in overcoming narcotics abuse has been realized with the issuance of law number 35 of 2009 (Law No.35 of 2009), giving severe criminal sanctions, in addition to being subject to corporal punishment and also imposed a fine, but in fact the the culprit is actually increasing. This is caused by the imposition of criminal sanctions does not have an impact or deterrent effect on the perpetrators. The formulation of the problem in this study is 1) What is the policy of combating narcotics crime in the jurisdiction of the South Sumatra Regional Police?; and 2) What are the obstacles in the implementation of narcotics crime prevention policies in the jurisdiction of the South Sumatra Regional Police?. The research method used is empirical juridical research. Data sources used in this study consist of primary data and secondary data. Based on the results of the study shows 1) The policy of combating narcotics crime with a policy of punishment in the South Sumatra Regional Police's jurisdiction is carried out through repressive measures by implementing law enforcement against narcotics criminals. Case disclosure is carried out through undercover buy and controled delivery strategies. The reasoning policy through law enforcement is also carried out to narcotics criminals who make mistakes in the disclosure of narcotics cases; and 2) Obstacles in the implementation of narcotics crime prevention policies in the South Sumatra Regional Police Law Area can be seen from the factors of lack of resources of law enforcement officers, facilities and facilities, namely limited operational funds in carrying out investigations, legal factors, community mental factors Keywords: Policy, Countermeasures, Crime, Narcotics
