Abstract

This study aims to determine the implementation and constraints of the implementation of special efforts of corn and soybean rice (Upsus Pajale) in Kota Bumi Village, Tanjung Lubuk District, Ogan Komering Ilir Regency. This research was carried out in Kota Bumi Village, Tanjung Lubuk District, Ogan Komering Ilir Regency from August to October 2018. Location determination was done purposively. The research method used in this study is a case study (case study). Then the sampling method used in this study was purposive sampling methods which deliberate retrieval of respondents with certain considerations and using simple random sampling from the population regardless of the strata in the population. So the sample studied was 28 people from 280 members of the population. Data collection is done by interview and observation methods. To answer the research objectives, all data were processed by tabulation and continued with qualitative descriptive analysis. The results showed that in the implementation of the Pajale Upsus in Kota Bumi Village the activities carried out included: Irrigation Network Development, GP-PTT Rice, SRI Development, Procurement of Rice Seed Assistance, Alsintan Aid Procurement, Agricultural Insurance, and Procurement of Subsidized and Herbicide Seeds. The obstacle in implementing the Special Efforts in Kota Bumi Village, Tanjung Subdistrict was the lack of active handtractor and agricultural extension assistance. The constraint of the lack of handtractor assistance is because the assistance provided has not fulfilled the needs of farmers in processing the land so farmers have to take turns using the handtractor and as a result there is a delay in planting which results in late harvest. Furthermore, the constraints of agricultural extension workers were less active because extension workers were only active in 1 group while the other 3 groups were not active. Extension agents carry out counseling at least 1 day a week while in the LAKU SUSI provision extension workers conduct counseling at least 2 times a week and schedule visits to farmer groups according to the farmers' meeting.
