Abstract

Sako Terminal is a Type C passenger terminal in Palembang City that serves as a transportation hub for urban public transport services. However, the existing condition of Sako Terminal still faces several challenges, including suboptimal service performance and the incomplete provision of facilities required by the applicable regulations. These conditions have the potential to reduce service quality and passenger convenience. This study aims to evaluate the service performance and facility completeness of Sako Terminal as a Type C Terminal based on the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 132 of 2015 concerning the Operation of Road Passenger Terminals. This study employed a quantitative descriptive research method using the Importance Performance Analysis (IPA) approach. Data were collected through field observations, documentation, and questionnaires distributed to 60 respondents who were users of Sako Terminal. The research instrument was statistically tested for validity and reliability and was found to be valid and reliable. Furthermore, the data were analyzed by measuring the level of importance, performance, conformity, and by constructing a Cartesian Diagram to determine service improvement priorities. The results indicate that the overall service performance of Sako Terminal falls into the fairly good category. However, several service attributes have low conformity levels and therefore require immediate improvement. The facility evaluation also reveals that although most of the main facilities are available, several supporting facilities have not yet complied with the requirements of Minister of Transportation Regulation Number PM 132 of 2015, particularly information facilities, accessibility for persons with disabilities, and other supporting infrastructure. The Cartesian Diagram analysis shows that the attributes located in Quadrant I represent the highest priority for improvement because they are considered highly important by users while their performance remains relatively low. In conclusion, the service performance and facilities of Sako Terminal as a Type C Terminal have not yet fully met the established service standards. Therefore, improvements are required in service quality, maintenance of existing facilities, and the provision of facilities that are still lacking in accordance with Minister of Transportation Regulation Number PM 132 of 2015, so that Sako Terminal can provide services that are safe, comfortable, orderly, and able to meet the expectations of the public as transportation service users.
