Abstract
The suboptimal passenger occupancy of the South Sumatra Light Rail Transit (LRT) necessitates an evaluation of the existing tariff's feasibility against user mobility characteristics. This study aims to analyze the Ability to Pay (ATP) and Willingness to Pay (WTP), prove the significance of income, service quality, travel time, and feeder integration on demand probability, and estimate the optimal equilibrium tariff. The research was focused on the mixed-use area of DJKA Station using a quantitative approach involving 100 respondents selected through accidental and purposive sampling techniques. The applied methods include the Household Budget approach for ATP calculation, the Contingent Valuation Method (CVM) via the Bidding Game technique for WTP, and Binary Logistic Regression Analysis to predict passenger decision probability. The statistical analysis results reveal a wide disparity between the passengers' financial capacity and psychological pricing. The average ATP is recorded exceptionally high at Rp25,269, which is inversely proportional to the average WTP of Rp7,860. Partial logistic regression testing proves that Feeder Integration is the only independent variable that absolutely influences passengers' loyalty decisions (Sig. 0.011 < 0.05). Any quality improvement in feeder services is proven to increase the probability of demand loyalty by 1.400 times or approximately 40%. Conversely, income, station service quality, and travel time factors show no significant effect. Furthermore, the intersection of the cumulative ATP and WTP curves yields an equilibrium tariff point at Rp7,500. In conclusion, the majority of users are choice users with adequate purchasing power but possess a highly vulnerable willingness to pay regarding the proposed base fare increment. To mitigate the exodus of passengers shifting to private vehicles, authorities are recommended to cap the tariff adjustment at a maximum equilibrium of Rp7,500 – Rp8.000. This adjustment must also be implemented through a cross-subsidy scheme, where the revenue margin is explicitly allocated to expand the route coverage and fleet quantity of feeder transport, acting as the primary retention key for passenger mobility accessibility.
