Abstract

This study on the Jalan Harapan Jaya Purun Timur construction project in PALI Regency aims to evaluate the increase in allowable bearing capacity (qall) and slope Safety Factor (ΣMsf), as well as to analyze consolidation behavior, excess pore water pressure (u) dissipation rate, changes in soil mechanical parameters (cu and OCR) and residual settlement resulting from the application of staged preloading. The evaluation was conducted through empirical-analytical methods and Finite Element Method (PLAXIS 2D) numerical modeling on two subsoil layers (6 m Soft Clay modeled with the Hardening Soil Model and 10 m Stiff Clay modeled with the Mohr-Coulomb Model). The analysis results show that after 145 days of consolidation, the allowable bearing capacity (qall) increased significantly by +597.5% to 207.50 kPa, achieving a Safety Ratio (SR) of 3.07 against operational working loads. Phase 7 numerical modeling yielded a global slope Safety Factor (ΣMsf) of 3.87. The undrained shear strength (cu) of the soft clay layer increased by +76.7% to 31.80 kPa and the unloading process successfully converted the subsoil permanently into an Overconsolidated state (OCR = 1.12) with a minimal operational residual settlement of only -3.91 mm. Staged preloading is proven to be highly effective in improving bearing capacity and slope stability while minimizing long-term settlement risks in a two-layer subsoil profile.
