Abstract

Abstract The construction of long-span bridge infrastructure carries a high risk of occupational accidents, particularly for work conducted over water surfaces, such as in the Palembang–Betung Toll Bridge Project Phase II crossing the Musi River. The implementation of the Occupational Health and Safety Management System (SMK3) is a crucial factor in mitigating these risks. This study aims to analyze the level of SMK3 implementation, identify constraint factors, and assess the effectiveness of the safety system applied in Section I of the project based on ISO 45001:2018 standards and Government Regulation (PP) No. 50 of 2012. The research method employed is quantitative, with data collection techniques involving field observation, interviews, and the distribution of questionnaires to 34 worker respondents. Data were analyzed using SPSS software for validity tests, reliability tests (Cronbach’s Alpha), and correlation tests, followed by scoring analysis to determine the percentage of implementation success. The results indicate that the level of SMK3 implementation in Section I of the Palembang–Betung Toll Bridge Construction Project Phase II falls into the very good/satisfactory category, with an average achievement score of 92.11%. Indicators regarding leadership, hazard identification, and evaluation monitoring received high ratings. However, constraints were identified regarding compliance with the use of supporting Personal Protective Equipment (PPE). Although the use of helmets and safety shoes reached 100%, the usage of other PPE such as reflector vests (29.4%), safety glasses (8.8%), and body harnesses (41.1%) remains low. This suggests that while the management system has operated effectively in terms of procedure, intensive supervision and safety culture regarding PPE discipline among workers still require improvement.
